I think the caption is supposed to be what the buns are saying to each other, not Birdchicks commentary on the buns.
These are Constables Rocco and Eva, calling the station about the hoomin they have apprehended. They are wearing standard issue policebunny uniforms of black and white. Apparently the hoomin has passed out on the floor, and these policebunnies have the disagreeable task of bringing him in.
Eva is basically saying, "Hey Rocco, I'm not sure why this thing is coming towards us, but all I know is I am VERY disapproving!"
yeah but all us bipeds are dumber than normal to the highly intelligent dutch bunnehs! that's why i chose to adopt a bunneh that wasn't a dutchie this time... i couldn't handle the pressure of never measuring up!

What is it about soft & silky gray disapproval that makes me want to snorgle in, nosie first, even though I know I'll be devastated by the furry-ocity of the disapproval?
